To be GOVERNED is to be watched, inspected, spied upon, directed, law-driven, numbered, regulated, enrolled, indoctrinated, preached at, managed, checked, estimated, valued, censured, commanded, by creatures who’ve neither the fitting nor the knowledge nor the advantage to take action. To be GOVERNED is to be at each operation, at each transaction famous, registered, counted, taxed, stamped, measured, numbered, assessed, licensed, approved, admonished, prevented, forbidden, reformed, corrected, punished. It’s, below pretext of public utility, and within the title of the overall curiosity, to be place below contribution, drilled, fleeced, exploited, monopolized, extorted from, squeezed, hoaxed, robbed; then, on the slightest resistance, the primary phrase of grievance, to be repressed, fined, vilified, harassed, hunted down, abused, clubbed, disarmed, certain, choked, imprisoned, judged, condemned, shot, deported, sacrificed, bought, betrayed; and to crown all, mocked, ridiculed, derided, outraged, dishonored. That’s authorities; that’s its justice; that’s its morality.
Pierre-Joseph Proudhon, “Basic Thought of the Revolution within the Nineteenth Century,” first revealed in French 1851; translated by John Beverly Robinson (1923), pp. 293-294.
